This includes alumni of U.S. Department of State Bureau of Educational and Cultural Affairs programs such as FLEX, Global UGRAD, Muskie, Fulbright, teacher exchanges, IVLP, and Professional Fellows, as well as other State Department-funded programs like press tours and tech camps. Alumni of exchange and training programs funded by other U.S. agencies are also eligible, including programs supported by USAID, the U.S. Department of Agriculture (for example, the Faculty Exchange Program), and the U.S. Department of Commerce (including SABIT training), along with the Open World Leadership Program funded by the U.S. Library of Congress. In addition to individuals, registered Ukrainian non-governmental, non-profit organizations may apply when a U.S. government exchange alumnus is a member and will play a significant role in planning and implementing the proposed project. Alumni associations and other groups with a clear connection to U.S. government alumni networking are also eligible under the organizational pathway.
The restrictions are straightforward: U.S. organizations and individuals, as well as third-country entities, are not eligible to apply. Also excluded are Ukrainian citizens who are U.S. exchange alumni but do not hold permanent residency in Ukraine. The award structure lists an award ceiling of up to $50,000 per grant.
