Groups that are not registered in Moldova may still participate, but only as partners working through an eligible Moldovan-registered organization that serves as the applicant.

Grant sizes range up to an award ceiling of $25,000, with requirements that become more stringent as the requested amount increases. Level I grants ($1,000 to $4,999) are intended for organizations with no grant history or those that have not previously received grants from the U.S. Embassy or other U.S. government agencies. Level II grants ($5,000 to $14,999) require the applicant to have successfully implemented at least one grant from another funding organization, have at least three years of experience, and provide an Annual Activity Report for 2016 that includes both narrative and financial information. Level III grants ($15,000 to $25,000) are reserved for more established organizations that have successfully implemented at least one U.S. Embassy grant, have a functioning board of directors, demonstrate national visibility (such as a credible online presence and media coverage), and have a publicly accessible 2016 Annual Activity Report with both narrative and financial components.
